The main theme of the seminar was protection and control against child abuse and sexual exploitation of adolescents.

To record the date of the National Day for the Prevention of Sexual Violence and Exploitation of Children and Adolescents on May 18, the State Committee for Combating Violence against Children and Adolescents will hold a seminar: Protection against Sexual Violence against Children and Adolescents Network. The event will be 5/24, 1:30 p.m., at the Romildo Balzan Auditorium, State Court of Auditors, Porto Alegre.

The committee is made up of representatives from the Secretariat for Equality, Citizenship, Human Rights and Social Assistance (SICDHAS) and a representative of Public Servant Rosanzella Machado Morera, the Secretariat of Health (SES / RS), and Pastor da Kryanser. Patricia Gutierrez Dias.

During the program, professionals from various municipalities in the state will report on their networking experience. The first panel will include adolescents and young people who will talk about their perceptions of sexual violence against children and adolescents and government services.

Lawsuits and notifications

In 2020, more than 60,000 rapes were recorded in Brazil and 73.7% of victims were unable to consent. The majority of victims were females (86.9%) and 85.2% were acquainted with invading prey (Anuário Brasileiro de Segurança Pública, 2021).

In Rio Grande do Sule, there are 27 incidents of violence against children and adolescents every day, of which 25% are sexual violence. Between 2018 and 2020, 29,320 children and adolescents were subjected to violence at the Rio Grande do Sule, according to data from the Information System on Notifiable Diseases – SINAN, Ministry of Health (MS). Of the registered cases, 6,659 were sexual violence, the second highest reported.

Studies point to an increase in violence against children and adolescents during epidemics based on social isolation and house arrest measures. Increasingly, public policies need to be strengthened to ensure the protection and defense of the rights of children and adolescents.

Control and prevention devices

The Rio Grande do Sul has measures to protect and control child and adolescent abuse and sexual exploitation. The Integrated Assistance Center (CRAis) is a facility that provides programs and services through comprehensive and inter-institutional support to children and adolescents who are victims of violence or witnesses. Porto Alegre, Reference Center for Child and Adolescent Care – President Vargas Maternal and Child Hospital CRAI has been operating since 2001. The law guarantees rights

The current law also introduces measures to coordinate and strengthen network work to prevent sexual violence and other forms of violence against children and adolescents. The Statute of Children and Adolescents (ECA) emphasizes the guarantee of fundamental rights such as the right to life, health, dignity, respect and liberty.

Regulated by Federal Law No. 13,431/2017, Decree No. 9,603/2018, which establishes the Child and Adolescent Rights Guarantee System (SGDCA) witnesses to victimization or violence.

The law provides for the implementation of a comprehensive and integrated policy aimed at protecting children and adolescents through various activities, such as: 1) mapping of safety network services; 2) Creation of service flow and protocol / organization 3) Creation of Collegiate Management Committee of the network; 4) Establishment of information sharing process among others.

May 18

May 18 is National Day for the Prevention of Sexual Abuse and Exploitation of Children and Adolescents. The date indicates a heinous crime, the “Araselli case”, which took place on May 18, 1973 in the city of Vitoria (ES). Araceli Cabrera Sanchez, just eight years old, was abducted, drugged, beaten, raped and killed by members of a traditional Espirito Santo family. Crime remains unpunished.
